They construct hundreds of tools and knick-knacks which not only protect them from arcane influence, but give them the same functionality as an arcanite.

The town targeted by Katorin was known as Xeniva. Famed for its scientific advancement, it was almost unliveable for an arcanite. A young man living in this city is relevant.

Katorin's sociopathy had been with her for all her life. Destroying the orphanage was a drop in a bucket of indifference to the plight of most other humans. Of course, sociopathy is widespread. Very few people can honestly empathise with people they have never met or will meet, or even those they met in passing, or even on an infrequent basis. Katorin's crimes were different only in degree.
Should she be forgiven? No. Then, nobody else deserves that either.

The city of Venla was not a happy city, which was good for the purposes of the limping woman. Unfortunately, the town also had an irrational hatred of anyone whose skin tone wasn't pale. So, Katorin's golden complexion made her stand out.
Now, sadness was useful, for depression in general greatly fuelled Katorin's arcanum. So, there may be people yet in this city who could enter into the sort of apathy and vagueness that characterised it.
